The actual GPRS data bandwidth you get is dependant on:

a) How busy the base station is (GPRS uses any excess bandwidth not assigned to GSM calls/data).
b) How far away you are from a base station (from a theoretical 20.9Kbit/s per time slot near the base station to a theoretical 8.8Kb/s per time slot)
c) How many slots the mobile device or base station can support (from 8 (4 up and 4 down) down to 2 (1 up and 1 down))

The theoretical maximum is therefore 20.9x8 = 167.2Kbit/s bi-directionally, or 83.6Kbit/s download. The minimum is 8.8x2 = 17.6Kbit/s, or 8.8Kbit/s download.

Incidentally, EDGE is basically enhanced GPRS, sending 3bit/s/Hz rather than 1bit/s/Hz. After overheads this works out to be a theoretical maximum of 473Kbit/s bi-directional.
