The SIS file when downloaded to the mobile "sticks" at 99%. Just quit the browser and find the file using File Manager

I managed to find the file using File Manager. However, during account setup, I can't seem to complete the registration process. I always get the message "registration failed."
What seems to be the problem behind this?
