Sadly in 3's case this does not happen!
They say the original owner is the ONLY person who can de register the handset, and he/she cannot be contacted by 3. Odd that seeing they are still on a contract with 3!
To be honest 3 are just not interested in anything that is difficult.
The really annoying thing about this situation is I paid for an unlock code on the original handset, and now I can't get this one unlocked.

The problem I'm trying to point out here, is that anyone could and probably has at one time owned a phone that does not belong to them.
Who becomes the person that is responsible for the phone when it is barred?
This could be months after you purchase the phone!
Another example I have is with Orange. When the handset is upgraded and you receive the new one, the old handset STILL belongs to Orange. They have in my case stopped the phone, as the original owner never informed them it was to go onto PAYG. A simple phone call could have sorted this out, but the hassle it caused was unreal.
