There are already many CPU running in the PC that have capability to run with different clock speed depending on the jobs on hand - less intensive job will do fine with slower CPU clock which will then consume less power. Same concept could be applied in mobile phones CPU.

Not overclocking but underclocking like the Intel Core CPU can be set to work slower when idling instead of being at 100% when not doing anything. Server companies save a lot on their electricty bills (and heat) this way.
