Thanks for the site, but its all sorted now.
He was still getting slow speeds after Virgin came out, but the guy had no laptop to see if it was the computer at fault.
I did a spyware scan to see if that could be the problem, and it it now running to around 17mb. I think he may have been on some strange sites.

If the slow speeds happen intermittently, you should ask Virgin about the contention ratio on your line. However, isp's are often unwilling to discuss or reveal the ratio.
