Yeah, mines on o2, on my k750i (which was also on 02) you could turn off the shutter sound and it wasn't audible in silent mode.

Mines 4 shutter sound selection and a selection to silent shutter. I wish I could change the shutter sound to my preference. I like the 'camera' sound-file found in the gallery.

SE disabled the silent shutter for my region probably because they don't want people to take other people's photo secretly.

So if there's a shutter sound, and when you took someone's photo without that person's permission, the person will immediately know that you took a picture of him/her.

If they did disable the silence shutter for your phone, you can always take silent shots in silent mode still.
