and dont do things on sites that get you banned and ip blocked. Had my hands full with blocking a few individuals lately who could not follow rules and wanted to spam a forum.

why would you want to do such thing? visiting ilegal sites? doing ilegal businesses? if you are concerned about security do whatever you want on a public place.
tools that are used for tracking ilegal activities would track your original IP even if this IP's are dynamically assign and even if you use one of the tools mentioned above since your ISP has the information on what IP you used and when.
I have not personally use them but i have attended a presentation from and FBI executive a few months ago on cybercrime and they show some of them and their capabilities. they also mentioned very little is possible when things originated in public places.
I am not encouraging you to engage in ilicit activities, just sharing my opinion.
Please don't do anything ilegal
