These days Nokia have become very simple.
Codes available everywhere.
There are sims now which you will use with your service provider sim ( its all programmed in the IC) and works like an unlocked phone.

Can O2 legally do this? it in effect ties you into a contract with them, not the idea of pay as you go....
I understand the 3 months/£20 rule on some networks to stop box breaking, but 12 months is silly... what happens if you've been an O2 customer for years? do they take that into account?

Well i have been an O2 customer for over 9 months now but still wont do it. Also as the phone is new i gotta have the actual phone for a year. I am with O2 cos they offer alot of free mins on pre pay i told them i would go to another network but no still they refused. I would probably move to Orange for its network quality if they offered the same pre pay tariff as O2 but they dont.
