Symbian phones are phones using any of the various Symbian Operating system interfaces. The enhanced multitasking capability and ability to run a host of third party apps qualify them to be called smartphones. More details here:

As for the advantages.. it depends on the user. People used to Java phones might find Symbian phones less attractive..due to the lack of eye candy- (all most all phones support Java today -including the symbian ones - but their java implementation is buggy and slow from my experience). So to sum things up, Symbian is for those who would not care much about the looks of the interface (animated wallpapers, screen savers et all) - but even these functionality can be added with third party apps. In recent times though the java applications have grown in functionality and have inched closer to the levels offered by Symbian .. but still a long way to go IMHO.
