Well yes, for alcohol and ciggies yes it is, but I've never heard anything about a legal requirement to credit check people for contracts.

The strange thing is that its not even a legal requirement to be 18 to sign a phone contract its put in place by mobile phone companies as they could sell a contract to a 16yr old but when it comes to collecting the money they wouldnt be able to enforce recovery of their money if not paid as the person is classed as a minor still.
