Hmm ... i don't think it's a matter of where the warranty is being offered (ie Indonesia) but the hardware that you got on your phone.
I got the same prob with my T39 (which came from Germany), the local ericsson office informed me that they didn't have the hardware to upgrade the firmware then. (Though, someone said they have it now and I haven't verified it by myself yet).
Other than the hardware, the other issue is the once with "c" or chinese input capability. Their upgrades are not the same as their "regular" cousins.

Yes your right, theres a 1 bar missin. That is if you charge when the unit is off, then when turned on 1 bar of power is missin. I dont know about this behavior but if you charge when the unit is power on, then it is able to make the power meter full!!

But there isn't much choice since they have a monopoly of /// service points in the country (or at least conspire with SMARTnet to only freely service phones they have distributed), "offering to pay them" for the upgrade- is just like invoking service on a Semicon-bought phone with an expired warranty. Based on experience, they should be more accomodating when you bring out the dough. Badtrip lang.. but it'll get the job done. Goodluck...

I called the Semicon support lately and they confirmed me that it is possible to override the SW version I have (Indonesian SW) to the one available (asian SW version). But there is this risk that it is not under warranty, so anything happens to the phone is not their responsibility, as if, at my own risk! They said that they have never tried it before but possible. If something goes wrong then its goodbye, another thing the clerk says that there is a 60% over 40% probability. As in 60% dead and 40% ok!! How can you take that risk? Its saying like "Let me play your phone and lets see if it gets destroyed"
I know that "No guts, No glory" but
Anyone tried that risk?

yes, my phone has indonesian warranty at the back. I have the same problem like you, that is, the last bit of battery seems to take forever to charge. Sometimes it gets there, sometimes is doesn't. Also, my phone gives me a "invalid mobile" quirk up where Globe should be. Its happened 3 times now. Its turned itself off twice but hasn't for a while now. BUT...may alog na ang battery ko after about 3 weeks of really good care. I didn't take care of my nokias as much as this but they didn't seem to care. Ngayong inaalagaan, tsaka pa ang dali masira.
