I used to change the IMEI of my old GH388...just for fun, yeah...like changing ringtones, logos and so on! just for fun...
AND I don't really think that's "illegal" in those terms...
Haven't found any software yet that you can use to change the IMEI of my T65.. but when I found it... I'll change the IMEI to match my old GH388... as I said... just for fun! And who cares? It's MY phone... and I know the warranty will avoid...but that's MY problem...isn't it?

agreed. there no law nor any legistration prohibit changes in IMEI.
In my country, nobody seems to bother entering the correct IMEI when registering new phone numbers with mobile operators

is illegal, because it can be used as fraud... you can steal phones and then use them if you change the IMEI and you can 'cheat' the software centres, warranty, insurance companies....
Of course, what you do in your own home is your own business and I don't care

Where you are likely to fall foul of the law is:
a) changing the IMEI to pass off the phone as another
b) changing the IMEI to falsify an insurance claim
c) changing the IMEI to prevent your network from identifying your handset contrary to your service agreement (eg: Orange in the UK).
not an exhaustive list, but merely examples.

I thought that if your IMEI number is blocked then you wouldn't be able to use your phone at all

previously, well in britain, if your phone was stolen and blocked it would only be blocked on the network that it was origianlly on, but there are plans to pool the list of stolen phones and their IMEI numbers so that once the phone is stolen it'd be completely blocked.
Note: The IMEI number is sent to the network prior to logging onto it so by changing the number to one that isn't registered as stolen a stolen phone can be used again. I'm sure plans are underway in britain to make changing the IMEI number of a phone illegal - to cut down on all the 'street crime' hype thats going on

Also note if a phone works on every network bar one (like for example... a phone that works on Orange, Cellnet and One2One but not Vodafone) then it is definately STOLEN!!! and was originally on the network that it doesn't work on now - just bear that in mind when you see those phones for sale that don't work on a certain network
