Ok, I try to keep it simple.
Bluetooth bacsicly works like your cordless telephone at home (DECT) by radio waves or even simpler like ta walky talky.
Phone A transmits data via BT which is recieved by phone B.
In order to avoid that phone C listens on the frequency and captures also the data (frequency in the 2.4 GHZ range) you do a kind of handshake prior to communicate between A and B.
By establishing the connection the very first time (the so called pairing) you agree on a code you enter on the two devices.
Next time you connect this phone is recognised and you do not have to pair again.

With a headset the default passkey is 0000.
I believe all the HBH headsets use this as default.
You can change this.
Other bluetooth-devices have passkeys as well. Or you get to make one up yourself.
With bluetooth pc-cards you usually get to do a passkey yourself. You could call it anything,..eg. 1234, 4444, 6785 and so on.
As Herboan wrote, they need to be able to reconize each other again.

The default password on devices that you cannot assign numbers like headsets HBH- 10, 15, 20 etc is 0000. For devices to communicate to each other, lets say two t68's, they have to search or be dicoverable. lets say you want to send a buisness card to anothe t68. i would go to contacts --> buisness card --> send via bt. then for the other person need to turn on recieve option.. this way the sending and recieving happens. For devices that will have long term relationships like T68 to an IPAQ 3870, you will need to Pair or Bond the two devices together.
