bailynash i think youre saying the right thing but the wrong way.
ok, to clear it up:
1. Pre-paid phones are locked because they are subsidised and the phone company can rely on you to buy their recharge cards.
2. if you buy a phone from a shop (no contracts whatsoever) it is unlocked.
3. If you buy a phone on a post-paid contract, then it is also unlocked because you are bound by the contract to pay the phone company. It doesnt need to lock the phone to the network because it will recieve the money.
