You need real unrestricted network access to be able to use irc. If you cant connect to a server that you know is working (i.e it works when you connect to it from your pc) then that means your provider is blocking ports. If you can find a server that runs an open port (80 and 110 are open if you can use a webbrowser and pop3 mail client without a proxy) you can try that, or set up your own proxy/bouncer on one of the open ports.
You'll have to contact your provider to find out for sure what you're actually allowed to connect to, but I personally wouldn't accept anything except full access on all ports (at least outgoing traffic). Perhaps you need a different type of subscription.

Of course if you cant reach the servers then it wont work no matter what client you try.
