I agree with a majority of people here - you don't want to go down the road which goes against the law ! You should ask the seller if he has done anything, or alternatively, contact the police and inform on him ! I presume you got a receipt when you bought the phone ? If not, you may have problems proving it's yours !!!

some international agreements exist that will make sure that the phone is blocked on all providers who are members of the agreement. Constantly more and more providers join the club....

He certainly is likely to have sold it, reported it stolen and got a replacement. This happens all the time.
Orange have been known to take their time in blacklisting phones, so 4 months is not unlikely.
If you can still get in touch with the guy, I would confront him about it. If you have any proof of purchase from him and he doesn't give your money back, I would contact Orange first, and then perhaps the police. This is insurance fraud.

wait a minute here. I said clearly I will test it for free and he will have to pay for shipping! But if it works I oofer to buy it for 50Euro! thats pretty good for a non working phone in the UK.
