there is some truth in it. *#09# is an operator command.
just try typing it on your phone. when you type the last # the "call" button turns to "send"
last time i heard about this it was to do with home phones tho. so nothing about taking over the sim card - but maybe access to account info?

would be interested to see if there are any online lists of operator commands though, i know globally different operators have different things implemented and a while back i found a link with lots of varying services you could access depending what network you were on.
anyone got links/resources?
