I would first look at cable connector which goes into phone. If there is only contacts for charging battery, then you have charging cable, not data cable(there is no point to put all contacts if they will not be used). If there are all contacts then you maybe have data cable with malfunction. Go to the seller, and ask them to connect your cable on theire computer, and on one of theire T310, in front of you. If that does work, than it is problem with your phone or with your computer. If that not work, then they sell you cable which is not data cable, or broken data cable.
Hope this helps.
Regards.

GSM T2xx and T3xx series works with the cable (serial and USB, no-name and OEM) if you set the COM port speed to 9600 under device manager. If you don't, it MAY still work if you let the software detect the phone for say, 10 minutes.
If "optimized charging" appears, then it's just a charging cable. A flashing cable will not cause the phone to display such message.
A USB data cable has a built-in "Prolific" USB-Serial adapter. So if your USB cable has only small plugs (with no room for the adapter chip), you know it's a USB charging cable.

well, I suppose you can open up the connector and cut the wire.
