This was exactly the same problem that I had.
What you need to do is to connect the terminals 4 and 5 together.
i used a jumper from a harddrive.
When you remove the flip there are 6 contacts
123
456
and 4 and 5 are connected by the flip. Once connected without the flip your jog dial will work as normal.

I am unsure why you should have to do this to your phone, I would talk to but I think for god1_jason nerves I will try and translate fully:

With the flip off, and no cover over the part you affix your flip too, you can see 6 connectors for the flip. Layed out as shown:
1 2 3
4 5 6
(Each digit references one pin)
Drliamski says that when you connect pins 4 and 5 together, the problem you are experianceing is resolved.
He used a "jumper" from a hard disk drive to create the connector.
A jumper is a small electrical conductor that is shilded with plastic. It would be of approprate size for this job. However any small electrical conductor that connects the two pins would do the same job (a small metal pin for example).

As I say you shouldnt need to do this, i would take it to any modifications you do to your phone may void the waranty and cause a fault with your phone.
