It's on the driver package from MSI.
Put the dll on the system folder, something like "C:\WINDOWS\System32".

I had the same problem but i just downloaded the drivers from the site ( I don't know the exact url, but search with google for msi bleutooth driver and you'll find it) adn now it works perfectly.

I've got the same dongle and guess what- had the same problem as u
Here's how I solved it- download newest drivers for the dongle off their website, remove the old ones, install the new ones with dongle removed, restart, plug the dongle in.
Worked for me
By the way the red light only shows that the dongle gets the power off the usb port. It's the blue one that matters.
