I agree with bowmanp900.
UIQ states that applications should not have an "Exit" option, the OS should simply tell the app to quit (ie. "harakiri") itself from memory when running RAM is low.
However, UIQ also says that when an application is not in focus (running in the background), it should "suspend" itself and not do anything which a lot of programmers don't seem to follow, that is why some users complain that their battery runs quickly after XXX application was installed.
In your case, if SMan lists "Pictures" as running, if it most probably "suspended" in the background waiting for you to run it again after which the OS will just "focus" on the app in memory. If it was a well behaved app, the OS you remove it from memory when RAM is low and it will suspend when not in use. I can say that for all 3rd party developers.
SMan just gives you the option to make sure your memory has only the minimum requires applications running as less run use means less battery usage. Plus it allows you to manage running apps in memory.
