I've been using fMA and

DCU-11 cable for some time now. It works both ways. I could upload pics, polyphonic tones, themes and games from my pc to the phone. And also download pics, polyphonic tones and themes from the phone to the PC.

What do you mean. What a bluetooth dongle looks like is something like this but the design varies a lot.
The cover comes off the dongle(where the usb connector is) and then you insert it into the computers usb port.
