It's not April Fools. It's a standard clause in O2's Terms & Conditions - you should have gotten a copy with your phone, or it can also be found (with some work) on the O2 web site.
I know there are similar clauses in the Vodafone and Singlepoint contracts, but in those cases they only apply of they raise the charges by more than a certain percentage. O2's contract is more generous to the consumer in this regard.
I might just possibly switch right back to O2 after cancelling! I've no particular complaints with the service, but I reckon I may as well take advantage of my contractual rights to the utmost. I'm sure they'd do the same. My wife could use a new handset...

O2 customer service claim that clause 8.x refers to changes in tariff charges not call charges. So if you are one a £16 tariff and they change it to £18 you the right to terminate your contract.

8.4 You may end this Agreement at any time if:
(c) we increase any of the
Charges for the elements of the Service you are using or change this Agreement to your disadvantage.
Read it very carefully. If O2 claim that it only applies to tarriffs, not call charges then I think you could maybe dispute it. Isn't a call charge an 'element of the service'?

What cycovision said. The wording of the terms & conditions is extremely clear: "charges for elements of the service you are using". This is a legal contract and it means what it says, and you are completely within your legal rights to insist that they stick to it. Making international calls is an element of the service you pay for. If you use that element, you can terminate. Don't permit them to try to weasel out by claiming that it applies only to the base tariff, because that's not what it says.
