It would appear that whether you can use ringtones, and whether your phone is unbranded or not when bought from places like CPW is down to luck..

In Spain CPH or TPH spanish name, they sell K700 unbranded for 345 euros I bought one on Friday, lately they will start selling Vodafone K700, with Vodafone menus, and with restrictions on mp3 ring tones, mine is totally free and I can use any mp3 as ringtone.
