I answered this question in the big K700 discussion.
The image is displayed in the area called "popup" in the
theme maker and the theme maker defines that area as 163x152 pixels
a couple of people found that to work very well so I am interested that by trial and error (rather than by reference to the theme maker) you have come up with a different result.

Have I misunderstood something about all this? I'm no theme maker so only used some oberservation about when the caller id is displayed compared with other popup messages (i.e. it uses the same size window) and some deductive logic from the info given above to come up with my result

The problem is K700i not use the whole box for display contact image.
Here is the test sample for 163x152 now I add red border to avoid error like last time (about 149x144 for call-in screen).

yep, you're quite right. I guess I never looked close enough last time. I was just looking at the window size that it was displayed in!
very strange that it would not fill up the whole popup area?

ok.. i tried all the sizes you guys mention,
149x144 = look good in calling out and in screen
163x152 = full screen display when ppl call in and sms received but it dont fit the screen when calling out.
most probably i will go for 149x144

I made error last time, the optimal size for "Call-in" is 148x[edit]144[/edit] not 149x[edit]144[/edit] (please read my edited post above).
But I will stick with 148x124, this size is optimal in for all situation.

The K700i has the nice feature that you can associate an image or photo with a caller which has arbitrary width and height. When the K700i displays the picture on an outgoing or incoming call to the associated person, it will scale the image to a maximum allowable display size while maintaining its aspect ratio.
This scaling has the side effect of reducing image quality, however. It would be far better to use caller photos whose dimensions are exactly (or less than) the maximum display size, thereby avoiding scaling and image distortion. The problem is that this size isn't document anywhere, at least not anywhere that I can find.
So the only solution I had left was to actually measure the maximum caller picture display size. To do this I modified an existing theme and used the following image as the popup background.
This image has dimensions 163x152 pixels, as per the Theme Creator specifications. It basically acts as a ruler. Each single color square is 20 pixels, each sub portion is 5 pixels, and the sub portion shape lets you measure adjacent images down to the pixel. Quite a neat design if I may say so myself.
So I modified a theme and made the "ruler" the popup background. I then made the two following caller pictures.
I started making incoming calls to the mobile. Using the "ruler" background, these rectangles let me determine the maximum width and height the K700i will display for a caller picture. The maximum dimensions for an incoming caller picture are
148x144 pixels. A larger picture is scaled down with respect to the larger dimension. A smaller picture is centred horizontally and aligned to the top part of the "calling" popup.
I thought I was done. But JoolsG3 told me that the outgoing caller picture is not displayed at the same size as the incoming caller picture. Hell, once an incoming or outgoing call is connected, it is displayed at yet another size.
So I repeated the above process and found that the K700i displays the caller photo at
148x127 pixels for outgoing calls. I then checked the case for connected calls using a slightly different method, and found that K700i displays caller pictures for connected calls at
176x124 pixels.
So to sum up, when you have a picture associated with a caller,
1) if he is calling you, size:148x144, v alignment: top, h alignment: center
2) if you are calling him, size: 148x127, v aligment: top, h alignment: center
3) if the call is connected, size: 176x124, v alignment: center, h alignment: center
To prevent any scaling of the image, use the smallest of the dimensions, i.e.
148x124.
