Ayush writes in an earlier post,
vivekjk needs to disable the phones camera for security reasons. There are companies and organisations that don't allow people to bring phones with cameras along on their premises.

I dont think that any brand would release a fone with such feature, its a minority wish.

I agree with
bobafett. I think that more mobile phone users would prefer the "flight mode", where you can turn off the phones transmitter and receiver.

It desn't matter at all wether the camera is diabeled or not in sensitive areas. As long as the phone has a lens they will be elegal to bring in to a non camera zone.
