I'm on T-mobile and when I call my sister who is on AT&T, I get the delay as well. When I'm in front of my sister's apartment, the delay is gone. When I call someone on Verizon, I don't get the delay. It comes and go depending on where you are and what network you are on. I think it's normal.
I'm happy with the R2A stock. The only problem with my K7 is the occasional lag between the navigation menus, but I can live with that for the time being. I'll wait until SE iron out most of the bugs before I get an update.

I doubt R2L is a worse firmware, look at the firmwares overview thread, and you'll see that lots of positive changes that took place with R2L, and also this call delay is probably not unique to R2L only.
