I say too fast, it is getting hard to keep up with it from a consumer's standpoint. On the other hand, as a manufacturer or seller, it is probably moving just right.
Look at it this way: if you put out a new device every year, there is a good chance everyone will upgrade to the new device. If you put out a new phone every day, there is a chance that no one will buy it.
Simply put, It is a matter of supply and demand. You don't see P900 users running out in drives to get a P910, but P800 users might consider upgrading to a P910.
It is really open to interpretation.

it would seem that smaller countries like the uk are quicker.geography really plays a part, but that's really open to a lot of other factors as well.
using ur analogy of masts to replace/upgrade... yes physically it is easier to implement a generation change in a small period of time. but it also depends on
economies of scale (because the company that is replacing masts in the us is going to make more profit than it doing the same in uk). so the margins have to be higher in the uk, which might lead to a higher cost to consumers.
level of governmental committment to change, especially with respect to beureaucratic red tape..
if consumers are ready to pay more for a new/better service
another good analogy one can use here is the proliferation of broadband in south korea.
