Yeah I noticed the same thing. I have an Orange K700i that had R2AC003 Orange branded firmware. This did not have white boxes framing the icons. I debranded it using TMS firmware R2AE033 and I got the same white boxes.
I think Orange probably remove the outlines as part of their customisation. I think it looks better without the boxes.
IMHO the white boxes are normal. Will check a mates unbranded K700i at work later in the week.

Yup those white boxes are part of k7's generic software. Observe closely and you'll see a transient white circle as well when moving between menu items
