Force-restarting doesn't solve the problem for good. Next time he wants to shut-down or log-out it does the same.

If it was some background process, the Mac would have given some notice/alert message when he tried to shutdown. So I suspect there's really some problem other than unterminated operations. I would try to force-restart, and reset the PRAM (or something like that). I would also try to check for possibility of conflicting Extensions/Plug-ins.
Just an ammateur's suggestion.
