I haven't heard of a mobile number been given out. But BT gave my home number to someone else in my road.

In EU countries that dont allow you to take your number with you will chance at 2003. EU is forcing this chance on these countries (Finland is one of them). Something ot do whit free competition.

Also there is
cloning of numbers. Some people can edit the sim card to imitate some other number. I believe that might have happend with you... meaning the other person is cloning your number and maybe even running up your bill. You better get this investigated.
