Well, if your contract is up with your current operator i.e Orange, and you are changing to a different network then you have to go to your current network and ask for a PAK code. This make the transfer from one network to another almost seamless and I think allows you to keep your current phone number.
By asking for this your operator assumes that you are changing networks and then asks you why? They then attempt to beat or match the other deal you have found.
The best deal you can find elsewhere then the better bargaining you can do when your contract is up.
