It's called a CGBS, (concrete gravity base structure), weighs in at about 45,000 tonnes 110,000 tonnes with the topside on top. Concrete and steel, hollow! Concrete is full of bubbles to ensure it is lighter than usual density and helps it to float.

The structure will be towed to a given destination, usually over or near an oil field, then it is sunk till the water reaches about 2/3 up the towers and it is sitting on the seabed. Then a platform (oil rig as you correctly guessed) will be floated over the legs and lowered into place. Platform will be brought in from Korea. Designed for a shelf life of 40 years. There you go....
