Normalize is a filter that scans the peak volume in a sound file (or a selected portion of it) and uses the peak volume as reference for the amplification. This is good for songs with a low overall volume.

Example: You want a song to be normalized to 100%. The song will be scanned for the peak volume. Let's say the peak volume is only 80% so in order to achieve 100% normalization the volume of the whole song has to be increased by 100/80 or 125%.

Yup, it could be summarized that way. The advantage is that everything is done automatically by the software, so you won't have to worry about clipping parts of your music because the reference for the amplification is peak level. This is very good for a batch of songs that have different volume levels. Once you have normalized all of them, you'll be pretty sure that none of them will play too soft or too loud. It's like standardizing the volumes of your music.

I use it a lot, specially when I rip songs from CDs -- they generally have low overall volumes.
