Maybe he downloaded them from a webpage, which had themes all created by one person, therefore every theme might have the same issue.

I dont see how other than whats already been mentioned would make this happen, especially if the SE themes work fine.

Maybe its a operator's firmware issue ?

Well as stated earlier this happens at the PIN screen on other phones too.
I never use a PIN so that would be why I've never seen it.

I suspect it occurs with 3rd party themes as the theme makers people use don't actually have the ability to change that slightly obscure screen but seeing as thats the only screen it happens on it doesn't seem to be any major problem
