Yeah, I should have explained it better lol
If you look at the ends of the hard drives, that is the ends where you plug the ribbon cable and the power cable in, you will see a seperate little section that has a number of metal pins on it, it looks rather like another connector but it isn't. It usually consists of around 7 or eight little pins, and is normally located around about in the middle, in between the IDE ribbon socket and the power supply socket.
Hopefully, there will be one or more little plastic 'bridge(s)' slotted over two or more of these pins. These are the jumpers, and you need to look on the top of both hard drives to make sure that they are 'bridging' the correct pins.
Both hard drives should have a diagram on them somewhere showing at least three different places to put the jumper(s). Normally, you will have 'Primary Master' (or just 'Master'), 'Cable Select', and 'Slave'. You need to put the jumpers in the right positions on both drives so that:
-The drive that has Windows installed on it is set to 'Master'
-The drive that doesn't work yet is set to 'slave'
Once you've done that and put them back into your PC's case, you need to connect both drives to the primary IDE channel on your motherboard using ONE ribbon cable. Obviously, the ribbon cable must have three connectors.
The two connectors that are quite close together at one end of the cable go into your hard drives, and the connector at the other end goes into the motherboard. Your motherboard will only have two IDE connectors (well, three if you count the floppy drive but's that's a different size!) and you need the primary one. On many motherboards, this socket is usually coloured blue, but if it isn't it might have 'IDE 0', 'IDE 1', 'IDE P' or 'IDE M' written on the motherboard itself near to it. If they're numbered the primary will be the lowest number of the two.

know ive got my cdrw drive and my main hard drive connected as it shows in bios.
but when i turn it on it still comes up with this

Start windows normally.

If you can't get it to boot with the CD drive unconnected, then I think a repair reinstall might be the next thing to try:
1. Put in the windows XP disk and start the installation. You might need to change the boot priority in bios to get it to look at the cdrom before the hard drive
2. After it's loaded all of the files etc. press F8 to accept the license agreement and proceed with a normal install (don't use the 'repair console', there's another repair option later on)
3. Windows will check for installed components. When it's finished, it'll say something like 'Windows setup has found an operating system installed on xxxx. To repair this installation, press r'
4. Press 'r' and it'll begin to install a load of system files. Don't worry though, you won't lose any of your apps or data.
If it doesn't give you option of a repair reinstall, or if it still won't boot after the repair, I'm afraid you might have to format the drive and reinstall windows from scratch
Another thing to bear in mind with a repair reinstall is that you might have to re-install some or all of your device drivers afterwards.
