are the padlocks all open? if so then the phone is fully unlocked
btw,
here is a good page describing the behaviour when the phone is blocked. The detail there was certainly correct when my first V3 got barred

The only thing i have not tried is a Voda or Tmobile Sim.
o2 and Orange say emergency calls only.

It will always say 5 by the padlocks but they should show as being open. If was locked to a network though it would say "insert correct sim" when you turn on the phone. If it was barred it would not let you dial out but would show reception and the network of the card inserted on the main screen. If the phone says "emergency calls only" it means the phone has no reception. Goto the GSM Networks option under connections in the control panel and click on select network. This will show available networks. If it doesnt show any then the phone is faulty and cant get a signal.

@jcwhite_uk, when i click on select network it has no options and just beeps once.
Phone will be sent back.
