Now i'm confused- you didn't use landline isp for wireless dial up, did you? As estor posted, if you want to use csd dial up, you must call your mobile operator to ask for parameters. You should know that csd connection is very expensive, even more than gprs connection, and it's slower also. So if you don't have any particular reason for csd, i strongly recommend you to use gprs. Juno(mentioned in the original post) is a dialup ISP in the US. Earthlink is another ISP, so it appears he wants to connect to his ISP in order to use the internet, via the phone. That means he wants CSD, which is generally not available in the U.S. He has to call his wireless provider, and specifically ask them if it can be done.

When using a phone to connect to the internet, you always dial from your PC.

Dialing that 99**1 sequence is to use GPRS, which is typically charged by the amt. of data transferred, which can easily exceed hundreds of dollars per month without a data plan. Be warned.
