I have exactly the same issue, and found also 3 P990i users at
http://www.se-community.com with these issues.
-In "3G &GSM" mode:
1) Signal jumping around between 2and 4 bars in buildings. Only outdoor up top 5bars
2) I am not understood clearly by others when talking
3) No active/passive calls possible
-In "GSM only" mode:
1) Everything perfect in the same locations!
-I also tested with a W900 (3G&GSM mode) in the locations where my P990 has weak signal/bad call quality: It works perfect.
The only way to use the P990 at the moment, is to set it at "GSM only" - but why is it a 3G phone then?! F$ck SE!

My P990i also has signalling problems. On many occsions people have told me that they had to ring my 3/4 time before they could get through. My signal bar jump from 0 to 4 just sitting on my desk.
If fact i sent one P990i back due to this, but the replacement was the same.

At my workplace the recprion for Orange is aweful. But my new P990I can get a signal of around 1 or 2 bars in the building, my old K750I could NEVER get ANY signal. I had to walk around the outside of the building to get reception.
So for me it's the opposite, the P990I has much better reception then the K750I did.

Agree with other posters. Signal jumps around a lot but even with 1 bar, the call is very clear. So I don't think the # of bars is really important.
I have another question.
I am with TMobile USA in california and as fars as I know, TMobile has no 3G network. But when I see in "Preferred Network" list, all the networks shown have 3G+GSM symbol. What does this mean?
