i dont think so.. since you're going to use voice-over-ip application you have to call someone who has voip also. it think voip to gsm or voip to landline might not work, unless im wrong.

Depends on the country that you are calling to.
I use voipstunt and tried a dutch landline for testing yesterday and it was working and for free. When charging your account at voipstunt you'll get free days, with these freedays you can call to landlines in several countries for free.
