SE confirmed its launch of the P800 in Europe before xmas, delay in some european destinations is due to compatibility routine checks between the P800 and the networks in those respective countries, but in the U.A.E, I think almost every phone is compatible with the phase used here. Delay is set by those countries, not by SE.
By the way, those people working in SE HQ in Dubai don't know any damn thing! They are just babbling about what is usually written in the website...Below is the msg they've sent me :

The camera does not offer zoom, but does have 3 resolutions to select from as well as 3 quality settings for those resolutions. 640, 320, 160 High, Medium and Low. The camera also offers adjustment for the following: Brightness, contrast, backlight, flicker free, lighting(fixed, indoor, outdoor, flourescent).
