Its crazy that vodafone can bar the phone when it is not
a) bought on a contract with them which has been defaulted
b) on insurance with them and not reported lost or stolen
and how can it be that one operator can bar a phone but not be able to unbar it if the rightful owner presents himself? It doesn't make sense and so I think the person at voda that you spoke to does not know what they are talking about
I'd suggest to keep calling back and speak to a supervisor util you get satisfaction
failing that, contact the ombudsman I guess

I have rang back and spoken with another advisor who has passed my details on (yet again) to another department and has promised me they will ring me back within 48hrs, to hopefully sort this out!

The attitude of the O2 rep stank also, she was very unhelpful until I asked for her manager and mentioned moving my 2 Phone Business contract, another personal contract and 2 PAYG to another service provider!
When she started to explain to me what an IMEI number was I promptly stopped her in her tracks and politely explained that I know more about mobile phones than she'll ever know!

the trouble with that is that when you say things like that they tend to get very defensive and not want to help at all.
I always find its best to remain totally polite until its done, or until you are sure they is nothing more than can be said
Still, I do think that O2 can't help you if Vodafone barred it so they are probably right with that

The phone call ended amicably with an apology from my self for the use of the word "bloody" and my hint of sarcasm towards the end. And she fully understood!
And yes I also agree that if Vodafone blocked it, it is their responsibility to unblock it!
But the to-ing and fro-ing of all this is really frustrating!

They should only not allow people to make calls or send sms's using the card.
The bill refers to a sim card/phone number not a cellphone...
Imagine that's the only phone you got. How can you contact them to get things straight?
I think that what Vodafone has done as been an abuse, and i don't think they have the right to do that.
What's next? Scratch your car? Paint your house's wall with "Pay us!" in red paint?

raised a complaint with Ofcom.
That is what Ofcom is there for.
Then sit back and see how fast they move. They can be penalised financially for mistakes like this and certainly doesn't look good on them.

After giving Vodafone plenty of time to turn the phone back on as they said they would and haven't, I have contacted Ofcom and they have told me it is up to O2 to deal with this problem on my behalf as they have the duty of care over me as their customer!!
Unfortunately O2 are updating their systems as I type so I have to ring back in a few hours!
But basically if I mention to O2 that I have spoken with Ofcom and that they have advised me to contact Otelo, O2 should then start moving on this as it will cost them at least £450 if Otelo get involved!
It really does sicken me that as a paying customer of O2 on 3 accounts and one PAYG that I have to wait 4 months to have my mobile unblocked!
