What if the network of bluetooth devices got so widespread they would all ping off each other giving the precise reference points to everyone else's location. That way you would have your reference points and could actually make it a true radar.
I also read a very interesting article about the passive signals generated from each mobile device. The UK Government are currently using everyones passive radiation emitted and turned the signals into an effective radar. The advancement in sensitive instruments and equipment allows them to pick up the very subtle movements of radiation from phones.
If you think about it, a radar device such as the original poster suggested has already been invented, but modified to use the bluetooth radio waves instead of some other random bandwith. The biggest flaw is the expanse of the bluetooth network and it's current range. When i go to a club and search for devices you would be amazed how many hits you get. If everyone was using the same software and pinged the general area, you could theoretically use everyones pings to identify a persons location.
If they can use mobile phone radiation as radar it won't be long before a bluetooth device such as this exists on the market...
