Well, there are two possibilities in my mind.

1. Superman has actual xray vision, meaning that he can emit xrays from his eyes at will and anything that reflects xrays back is visible, and anything that doesn't is invisible. (this is how an xray machine works). This is the most likely intent of the original author. Supporting evidence: in the 1950's you could often find x ray machines in chemists or shoe stores. They used the xray machines in shoe stores to see if the shoes fit properly and in chemists as a slot machine that people could put in a penny and slip there hand in and see their own bones. In those days xrays were not understood to be as dangerous as we now know. After a few years, people working in shoe stores and chemists with xray machines had high incidence of tumours form, so they eventually realised it was the xray machines and they stopped using them in this way. However this shows that at the time of superman being created, there was no inderstanding that superman's xray vision would actually be highly dangerous to the people who he spied on with his xray vision

2. Superman's "xray vision" is actually in the "far infrared" spectrum and not the xray spectrum. This would mean superman could see any object that emits even small amounts of heat, if it is behind a wall or object that emits less or no heat. This would be necessary to explain why superman isn't hit with a class action for compensation over causing tumours in hundreds of innocent bystanders. Also, I believe infrared is affected by glass (since you can take an infrared photo and the glass lense is able to focus the infrared rays)

When superman was created, it was an ACTION COMIC...not a science journal...who the heck would pay attention to scientific explanations? everyone doest work like marvel comics

So forget the science...its just about a superhero from a planet about which we know nothing with powers about which we know nothing and with a dressing code about which we know nothing and common sense about which we know nothing...

my theory is that superman's so called "x-ray vision" is not really x-ray the way we know it (as max pointed out). I believe he has the ability to vary the frequency of the ray that his eyes emit (and receive) so that it penetrates different objects of varying characteristics.

it's like a combination and perhaps a very advanced variation of sonar and ordinary human vision. if he wants to see something his eyes emit a signal with a frequency (or other characteristic) that doesn't pass through the object he wants to see, instead it will be reflected back to him and the receivers / sensors in his eyes will receive the reflected signal and his brain will interpret it and he make him see the proper image. if he wants his vision to pass through something he must change the frequency or other characteristics of the beam his eyes will emit such that it passes through the blocking object but will reflect on the object he wants to see.

makes sens to me, don't you think?

Superman wears a bulletproof supersuit with supercape which as we all know are bulletproof, if a gun moving at high velocity hit him on the noggin, it would leave a nasty bump. What I want to know is, Why don't the baddies learn from their mistakes and shoot him between the eyes? Has superman a bulletproof eyebrow?

I don't think the suit protects him from bullets since, in the first Superman movie he caught a bullet in his hand when a mugger shoots Lois in an alley way
