I was finally able to get in touch with T-Mobile's Tier 3 Support staff. According to the tech guy, the settings for the P800 (which he claims he's familiar with) was this:
Under Internet Accounts:
1) Create a new account (I called mine T-Mobile CSD)
2) Set Connection Type to Dial-up
3) Leave Username and Password alone
4) Use 19132440821 for the phone number (don't use +1 he says)
5) Click on Advanced
6) Everything all the settings alone...make sure Get IP and DNS address is set to automatic, set Speed/Connection Type set to ISDN and make sure Enable High Speed is unchecked (according to the rep, T-Mobile doesn't support HSCSD)
Under WAP Accounts:
1) Create a new account (I called mine T-Mobile CSD also)
2) Set your Internet Account to the CSD account
3) Check Use Proxy
4) Use IP address 010.168.200.050
5) Set Port to 9201
6) Don't put anything in Username and Password (however, according to the rep, put the letter a in username and password if you have problems).
I tried these setting and I got a "Call was not answered". The rep told me that they have an unconfirmed outage in my area (Chicago). He told me to try for a few days and if it doesn't work, call [Edit phone number removed by laffen]. I'm assuming that number is for their Tier 3 support.
Try these settings and see if they work in your area.

Does this number work only in chicago area? can you give me the dial-up number here in San Francisco. because I tried your settings but all I get again is " call is not answered" Thanks.

@cdcjr rather than sitting around wonder, pick up the phone and try it. Yes Toll-free numbers can be set to exclude areas but most aren't set that way.

In data accounts I set up a csd account with the same phone # (9132440821)
everything else blank until Data rate: 9.6
dial type: ISDN
In Wap services (Or T-Zones icon)
options wap profiles: add a profile called GSM (or whatever you want)
connect using csd (or whatever you named your data account).
IP address: 216.155.165.50
then select profile GSM (or whatever you called your WAP profile).
Works for me. Should be the same anywhere in USA unless the phone # -- which is a mobile 2 mobile # on T-Mobile -- doesn't work with your cingular-shared network.
