Back when I just got T68 and wanted to use email, I used to get "Server not found" error. Entering IP address didn't help either, it looked like the phone tried to resolve the IP address. When I set up the correct DNS server the problem was solved. When I got my T610 I copied all the settings, and everything worked without problems.
I see no reason why getting mail over HSCSD shouldn't work for you. When you use dial-up account, you are not using your mobile providers network. You are in fact using your Internet Providers network...
