I would like to thank all of you for your concern about this, and i will definately be reporting it to ebay after i write this. Another thing that made me even more suspicious was that i got another email from another "seller" saying:

Ebay can't really do anything as they are contacting you by email, not hosting an auction. Even if Ebay banned thier username then they would reregister.
Operating from countries like Romania, Russia etc the authorities there don't want to know either. ..small fry and a lot of work to catch.

If you are buying online, be careful who you trade with.
Even reputable companies can have trouble with online orders and they aren't even trying to rip you off.

Not much you can do except ignore it...they operate from countries where there is very little chance of them being arrested for international fraud. Even if you get their ISP to shut them down, they'll reopen the next day on another ISP.
You have to accept in life that there are always conmen around, these are just the net equivalent of the 'gas meter reader' who knocks on your door then nicks your valuables while his mate diverts your attention.
Unfortunatley companies who are used to transfer the cash sometimes make it easy for the criminals to access the hard cash rather than needing bank accounts etc
