Well there's always the last resort solution!! If all else fails threaten them with
THE UDDERS!!
That should sort them out!

Hey buddy,
Call the police. They have special recording equipment which you can't tamper with. Give them your complaint and ask them to leave one such instrument with you for a week or so. You can record the noise whenever you want and then hand it back to them once you have your stuff ready. They will then approach the neighbors, play it in front of them and warn them. If they continue to make noise then they will ask the management to take action or they themselves will take action. You are entitled to peace and quite in the neighborhood.

Some guy has made CD's to play of lawnmowers and stuff to fight back against noisy neighbors.
“If your neighbors have a party Saturday night fairly late … what you do is you get up at 7 a.m., put the hour of lawnmowing sound on and go out to a cafe,” Wellington noise man and cafe owner Geoff Marsland told Reuters today.
The astro-turf covered CD offers listeners general lawnmower sounds along with feature moments such as the emptying of the catcher and stones hitting the blades.
Five thousand of the CDs are on the market, of which more than 4,000 have been snapped up by local retailers, Marsland said

You have to do something. I think calling the police and get them to come round and sort it out.
I'm sure they have specal equipement that measure the level of noise that is coming out of the house
