> Is o2 p910 or other phones locked?

Fresh used to be a PAYG only service, where the handset price was virtually equivalent to sim-free. Now, however, there is a contract option (£15/month for 30xnet mins) where the handset price is subsidised, though not as much as if you subscribed to a higher tariff on another network, as your line rental is only £180/year!
As far as what handsets are generic stock, and which are branded, it very much depends on the handset and network. On O2, only O2 exclusives such as the XDA-series, and X-series are branded. On Voda, it is only Vodafone Live! handsets. With T-Mobile and Orange it depends. Almost all Orange stock is branded and locked, only CPW now sell 3 Orange handsets with generic stock - the Siemens S65, SL65 and Samsung P510. With T-Mobile, it is fairly random, some handsets are network-locked and branded and some are generic stock, although more and more are coming in branded.
Hope that clears a couple of things up,
Dave

Yep I think ur 100% correct dave, the fresh deal is quite good if u want a sim free phone with little hassle, u can just chuck the fresh sim in the bin, or use the 30 mins every month then forget about it. Don't forget u can trade in a phone as well to lower the cost of the handset.
