Can't have been spyware, this is happening after being formatted! Luckily this is covered by my extended warranty, so if it can't be repaired, thats one new notebook for me, thanks for your help people.

Run it and note down the 'commit charge' and the average CPU idle time, then post them both here.
If they seem ok, then at a guess it's going to be one of these that are causing the grief:
-faulty memory
-faulty hard drive (most likely cause)
-memory bus speed set incorrectly in BIOS
-AGP aparture size set incorrectly in BIOS (unlikely, but has been known to slow laptops down)
-faulty video memory
-Incorrect chipset drivers (second most likely cause)
Slow start-ups can also be caused by failing CD-ROMs and such like, but it generally doesn't degrade performance once windows has kicked in.

for the cpu at 20% it's pretty high, mine is currently around 3% with winamp running, some other apps and 38 processes.
Can you past a detailed information of the running process, you might have a memory resident spyware/virus/trojan ...
Any check with antivirus tools ?
